
The Eastern Caribbean Telecommunications Authority (ECTEL) is marking a significant milestone: its 25th anniversary. This quarter-century represents what the company describes as “a quarter-century of pioneering
regulatory leadership” in the electronic communications sector across its five Contracting States: the Commonwealth of Dominica, Grenada, Saint Lucia, St. Kitts and Nevis, and St. Vincent and the Grenadines.
According to a press release by ECTEL, the company, established on May 4, 2000, has played a vital role in fostering open markets, promoting fair competition, and developing consistent policies to ensure that everyone has access to efficient and modern electronic communications services.
The organization goes on to highlight several key achievements, including a dramatic reduction in the cost of all electronic communication services throughout the sub-region. It lists other notable accomplishments as the introduction of Mobile Number Portability in 2019 and the establishment of the Universal Service Fund (USF) in 2008.
Through the “dedicated” efforts of the National Telecommunications Regulatory Commissions (“NTRCs”), projects funded by the USF have reportedly facilitated or encouraged affordable, and in some cases free, access to electronic communication services and devices for the public in all member states. The company stated that this has specifically benefited low-income households, individuals with disabilities, schools, community Wi-Fi hotspots, health centers, and police stations.
To commemorate the occasion, ECTEL is launching a series of activities. These include a ’25 Years, 25 Questions’ trivia contest in May, a “Girls in ICT” competition for students, a special installment of ECTEL Bytes, and the release of a special commemorative public service announcement on all its social media channels.
This announcement will highlight some of ECTEL’s major achievements since its inception in 2000. A longer, specially commissioned documentary will also be part of the anniversary celebrations, showcasing some of the organization’s successes and challenges over the past 25 years, as well as its collaborative work with NTRCs to positively impact the lives of people in the member states. Additionally, ECTEL will be launching the Pearl Allison Lake (P.A.L) Scholarship Fund in early June. This fund is in memory of a late employee who was one of the organization’s longest-serving staff members before her passing in June 2024.
Reflecting on this milestone, ECTEL’s Managing Director, Mr. David Cox, commented: “The creation and establishment of ECTEL, including the march to liberalisation from monopoly, and all the political and social drama that attended it, is a unique and remarkable story about the ingenuity and resilience of the people of the Eastern Caribbean. ”
