The Government of Grenada has secured US$300,000 (approximately EC$810,000) in funding from Compete Caribbean+ for the implementation of a unified Technical Cooperation (TC) initiative titled: “Operationalising Grenada’s National Framework for Sustainable Ocean Governance.”
The initiative consolidates 2 critical priorities: finalising Grenada’s National Ocean Policy and Strategic Action Plan (NOP/SAP), and piloting enhanced offshore fisheries monitoring and compliance. It was born from bilateral discussions initiated by Honourable Kerryne James, Minister for Climate Resilience, the Environment and Renewable Energy. The proposal and documentation were prepared by Ambassador Jerry Enoe, Grenada’s Special Envoy for Oceans, in coordination with the Ministry of Blue Economy and Marine Affairs.
Initially proposed at US$200,000, the project received a 50% increase in funding following sustained advocacy and technical engagement by Ambassador Enoe, including at the IDB Regional Dialogue Meeting held in Bridgetown, Barbados in October 2025.
“This expanded partnership with Compete Caribbean+ is a major step forward for Grenada’s Blue Economy,” said Ambassador Enoe. “It enables us to strengthen domestic governance while also meeting international obligations, such as NOAA marine mammal protection standards and climate targets outlined in our NDCs.”

With the support of our donors, Compete Caribbean+ is supporting Grenada to advance climate resilience, enable private sector innovation, and integrate inclusive, data-driven solutions that protect marine ecosystems while supporting sustainable economic growth. “
The TC initiative is structured around 3 components:
- Formalising Governance Frameworks (EC$405,000): Finalisation and Cabinet submission of the NOP/SAP, integration of climate commitments, and establishment of a National Ocean Governance Committee (NOGC)
- Institutionalisation and Public Engagement (EC$135,000): Development of a public communication strategy, including outreach materials and engagement activities to build awareness and support for Grenada’s ocean policy
- Technology Adoption for Monitoring and Compliance (EC$270,000): Installation of Electronic and Vessel Monitoring Systems (EMS/VMS) on longline fishing vessels, creation of a marine mammal interaction protocol, and training to enhance data reporting and regulatory compliance
Hon. Kerryne James, in her contribution, stated: “This initiative exemplifies Grenada’s leadership in integrating climate resilience with ocean sustainability. It’s a model for how we align national and global priorities through innovative, inclusive partnerships.”
The Ministry of Blue Economy and Marine Affairs will oversee project implementation with technical support from the IDB. This initiative is expected to deliver long-term institutional, ecological, and economic benefits for Grenada’s ocean sector.
