FFB Appeals Committee decision could alter race for Belize’s Concacaf Central American Cup spot

By Rubén Morales Iglesias: The battle between Verdes and Port Layola for Belize’s coveted Concacaf Central American Cup berth remains undecided, but an unresolved ‘disciplinary’ matter could alter the course of the race.


Both clubs finished the 2024-2025 Premier League of Belize (PLB) regular seasons tied at 44 points. However, Verdes edged Port Layola in the Road to Concacaf Cumulative Table based on goal difference.
With the qualification rules prioritizing total points first and goal difference second, Verdes’ only path to securing the Concacaf berth is winning the Closing Championship. If they fail to do so, Port Layola will claim the Concacaf spot regardless of whether Port win the title themselves, or if Progresso or San Pedro Pirates emerge as champions.
The unresolved Port Layola appeal
Despite the standings, the situation remains unsettled due to an unresolved Port Layola appeal regarding the outcome of their 0-0 March 16 match against Verdes at Marion Jones Sports Complex.
The controversy began when Verdes forward Steven Gentle scored in the 89th minute, only for the goal to be ruled offside. While Verdes did not formally protest the call—since referees’ decisions are final in football—the club requested a review.
The Football Federation of Belize (FFB) Referees Department upheld the offside ruling, citing the IFAB Laws of the Game. The department reportedly consulted Concacaf’s FIFA Instructor and Head Assessor, who determined that video evidence was insufficient to overturn the assistant referee’s call.
Despite this, the PLB Disciplinary Committee intervened, ruling that the match must be replayed due to procedural concerns. This led Port Layola to file an appeal, arguing that the committee had exceeded its authority by intervening in a refereeing decision.

Potential Consequences of a Replay
The FFB Appeals Committee has yet to issue a ruling on Port Layola’s appeal. Ironically, if the committee rules in Port Layola’s favour, the standings will remain unchanged, cementing Verdes’ advantage in the cumulative table.
However, if the appeal is denied and the PLB Disciplinary Committee’s decision is upheld, the March 16 match must be replayed—an outcome that could open the door for Port Layola to overtake Verdes.
A draw or a Verdes win in the replay would maintain the current standings, keeping Verdes atop the Road to Concacaf Cumulative Table. However, a Port Layola victory would see the reigning champions surpass Verdes, securing their Concacaf Central American Cup qualification.
Interestingly, both teams might regret their decisions—Verdes for requesting a review and Port Layola for filing an appeal—as their actions could ultimately benefit their rivals.
So, both teams might be cursing their decisions to ask for a review (Verdes) and to file an appeal (Port Layola) as both their moves could end up favouring their opponents.
With the PLB playoffs set to begin this weekend, the ongoing disciplinary uncertainty adds another dramatic twist to the race for Belize’s continental berth. Football fans and stakeholders alike remain on edge as they await the final verdict on the Port Layola appeal—a ruling that could redefine the path to Concacaf participation.
