

Marlon Penn has been selected to serve as Leader of the Opposition in the House of Assembly, following his recent election as chairman of the National Democratic Party (NDP).
According to an official release from the party, Penn’s appointment was recommended after consultation among the four elected opposition members, in keeping with provisions outlined in the Virgin Islands Constitution Order, 2007. The recommendation has since been submitted to the Governor for formal confirmation.
The move signals a changing of the guard within the opposition benches, where Myron Walwyn previously served as Opposition Leader. Walwyn, who also led the political group known as The Alliance, had been a dominant voice in the House, frequently clashing with government members over issues such as the rising cost of living, governance reforms, and budget priorities.
His tenure was marked by fiery exchanges in the House of Assembly, with government members often pushing back against what they described as aggressive or “parasitic” debate tactics. Still, Walwyn maintained strong support among sections of the electorate who viewed his approach as necessary to hold the government accountable.
Penn now assumes the role at a critical time, as the opposition seeks to rebuild and present a cohesive alternative ahead of the next general elections. The NDP said his appointment reflects confidence in his leadership, experience, and commitment to representing the interests of the people of the Virgin Islands.
In recent remarks following his party leadership victory, Penn indicated that the focus now shifts to engaging communities, rebuilding trust, and outlining a clear vision for the territory’s future.
While formal confirmation of his appointment is still pending, the transition is expected to reshape the opposition’s tone and strategy, with Penn widely viewed as bringing a more measured, consensus-driven approach to the role.
