The Government of Grenada has failed to comply with the regulations of the Airports Authority Act, which mandates that changes to the Board of Directors of the Grenada Airports Authority (GAA) must be published in the weekly Government Gazette, the official publication for government notices, announcements and other matters as mandated in laws.
Regulation 7 of the act, subtopic “Publication of Board Membership” states: “The names of the members of the board and the details of every change of membership thereof shall be published in the Gazette as occasion requires.”
At its meeting on 2 August 2022, Cabinet approved the appointment of Anya Chow Chung to serve as one of the GAA directors with effect from 10 August 2022 for 2 years and to serve as the chairperson. However, she recently confirmed that she was no longer serving as the chairperson of the GAA Board. “No, I am no longer chair,” Chow Chung said in response to an inquiry about her chairmanship.
The GAA legislation states that the chairperson may resign from that position by writing to the minister, and the resignation shall take effect from the date the minister receives the notice.
The other people appointed to serve as board directors in August 2022 were Sylvester Quarless, Zaid Rahaman, Nigel Noel, Russ Fielden, Shornda Cadore, Mahindra Singh, Sydney Charles and Clifford Campbell. A review of all the Government Gazettes published after 10 August 2024, the 2-year date for the expiration of the board appointed in 2022, did not show the publication of a reconstituted board for the GAA.
An email sent to the Permanent Secretary in the Ministry of Civil Aviation and copied to the Press Secretary has yet to be acknowledged or receive a response. The email requested the names of the people currently serving on the GAA Board following the expiration of the August 2022 appointments, the appointment date of the new board, and whether there have been any resignations since the latest appointments.
