Prime Minister Honourable Dickon Mitchell will travel to Qatar on 12 April 2025 to attend the International Civil Aviation Organisation (ICAO) Facilitation Conference scheduled for 14–17 April 2025.
ICAO is a United Nations agency that supports 193 countries and encourages them to cooperate and share their skies to their mutual benefit.

This year’s conference offers a unique opportunity for countries and aviation industry stakeholders to explore advancements in air transport facilitation. It will also provide a platform for participants to collaborate on global facilitation strategies that enable adaptation and responsiveness to the rapid developments in civil aviation.
Prime Minister Mitchell is expected to deliver a statement at the conference, which will focus on promoting collaboration, efficiency, and inclusivity in global air travel under the theme “Facilitating the Future of Air Transport.”
Additionally, the conference provides a milestone opportunity for ICAO Member States to visualise more innovative solutions to longstanding challenges in areas such as cross-border security, human trafficking, public health emergencies and the handling of inadmissible persons and deportees in the air transport sector.
The Prime Minister is expected to sign 2 air service agreements with the State of Qatar and the Kingdom of Saudi Arabia and will conduct meetings with several officials from the State of Qatar.
Honourable Andy Williams, Minister for Mobilisation, Implementation and Transformation, will act as Prime Minister in the absence of Honourable Dickon Mitchell.
